After you add an image to your blogger blog, switch to html mode (before you position the image within your post). Find the tag which Blogger has already added in front of the photo ID. You'll see Alt="" Just insert your text between the quote marks! e.g. alt="My dog"

Be sure to leave the ID= part of the line as is. I'll send this to you in an email since we took so long to reply. Let me know if you have further questions.
